My go-to laptop for Windows XP is a Dell Latitude D530 since they are incredibly cheap and parts/upgrades are easily available, it has SATA for modern SSD's, and it's very fast for XP retro gaming so long as you're not playing 3D games newer than 2004.Addressed an issue experienced by some players that caused items previously unlocked to become unavailable to equip. I also like laptops instead of a desktop since they are far easier to stash away vs a giant beige tower and a CRT. Most of the retro feel is going to be provided by the 4:3 screen. In terms of speccing out systems, I would look for an XP laptop with a 4:3 screen. Not sure about the original XCom, but even DOSBox for DOS games in XP produces a great experience. Deus Ex will definitely work just fine in XP. These games came out for Windows 95 but all of them work just fine in XP without compatibility settings to put that in perspective. Some of my favorite retro titles that I use XP for are Doom95, Sim City 2000 SE Windows edition, MegaMan X, THPS2, Twisted Metal 2, Lemmings and Lemmings Paintball. Probably most of the games you can list based on your experience will probably work in Windows XP, either natively or with a small tweak/update. It's super-annoying to setup properly compared to XP, and I don't think a lot of the games you have in mind actually require it. In your shoes, since you don't have any direct nostalgia for Windows 9x itself, I would highly suggest staying away from it.
